Ethereum on the Ground: The Present and Evolution of the Korean Ethereum Ecosystem

This report provides a comprehensive diagnosis of the Korean Ethereum ecosystem, presenting a roadmap for the market's current state and future by focusing on user characteristics, regulatory landscapes, builder and infrastructure status, and institutional entry prospects.South Korea is a globally prominent retail-centric digital asset market, where active trading of major assets like BTC and ETH is driven by high risk tolerance and rapid trend adoption. However, as most users are concentrated in Centralized Exchanges (CEXs) such as Upbit, on-chain activities and DeFi usage remain limited; the short-term trading-oriented market structure also shows a gap with the fundamental utility of the Ethereum ecosystem.
While cumulative domestic regulations since 2017 have suppressed builder activities and institutional participation, a distinct trend toward regulatory easing has emerged starting from 2024–2025. The lifting of bans on institutional trading, the allowance of VC investments, and the introduction of the Digital Asset Basic Act signify that Korea has entered a new transitional period toward institutionalization. This shift is opening growth opportunities in core sectors like staking, custody, and L2 infrastructure, elevating the importance of enterprise-grade infrastructure operators such as DSRV and Obol.
The report highlights that while Korea remains in the early stages of on-chain adoption, its combination of a strong retail base, abundant capital, rapid tech receptivity, and regulatory shifts provides significant potential to evolve into a major Ethereum hub in Asia.
